Role Overview

We are seeking an experienced Client Manager / Business Development Manager to manage and grow a portfolio of public sector clients while driving new business opportunities. This role blends client relationship management, account growth, and consultative business development.

The ideal candidate is relationship-driven, commercially minded, and comfortable navigating complex public sector environments, procurement processes, and stakeholder groups. This is a highly visible role that works closely with Talent Acquisition specialists to deliver culturally responsive, end-to-end recruitment and job board solutions.

What You’ll Do

Account & Client Management

Serve as the primary point of contact for assigned public sector client accounts
Build and maintain long-term relationships with hiring managers, procurement teams, and senior decision-makers
Manage job requisitions from intake through placement, follow-up, and renewal
Partner with recruiters to ensure timely, high-quality candidate delivery
Monitor client satisfaction and proactively resolve issues
Track account performance, activity, and revenue targets

Business Development

Identify and pursue new public sector business opportunities through outreach, networking, and referrals
Conduct discovery calls and client meetings to understand workforce needs and hiring mandates
Present recruitment, staffing, and job board solutions tailored to public sector requirements
Negotiate contracts, pricing, and service agreements
Develop and maintain a strong sales pipeline using CRM tools
Represent Otter Wise at industry events, conferences, and networking forums

General

Maintain accurate documentation and reporting in internal systems
Stay informed on labour market trends, public sector hiring practices, and workforce policies
Ensure compliance with Canadian employment standards, procurement guidelines, and company policies

What You Bring

2+ years’ experience in agency recruitment, industrial staffing, or skilled trades workforce management
Demonstrated success managing client portfolios and growing accounts
Experience working with public sector clients (municipal, provincial, federal, Crown corporations, or agencies) is a strong asset
Excellent communication, negotiation, and presentation skills
Results-oriented with confidence in revenue targets and sales performance
Highly organized with strong time management and prioritization skills
Proficiency with CRM systems and Microsoft Office
Solid knowledge of Canadian employment practices
